Why is the US Paying Reparations To Libya?

on april 5, 1986 a explosive exploded in a west berlin disco, la belle, killing two american servicemen and a turkish woman and wounding 200 others. the united states obtained cable transcripts from libyan agents in east germany involved in the attack. ten days later 66 american jets launched a bombing raid on libya

Despite 189 American lives lost in the Pan Am Flight 103 bombing, the U.S. settled all lawsuits against Libya for terrorist killings and restored diplomatic relations with the country today with reparations to be paid to Libya.

President Ronald Reagan ordered air strikes on Tripoli and Benghazi on April 15, 1986, after Libyan terrorists planted 6 pounds of plastic explosives packed with shrapnel on the dance floor of La Belle discotheque in Berlin, killing three people including two U.S. soldiers and maiming 200 others.

Two years later, Pan Am Flight 103 exploded in a terrorist attack by a Libyan intelligence agent. The blast killed 268 people from 21 countries, including 189 Americans. U.S. families filed 26 lawsuits against Libya for the 1988 bombing of the plane en route to New York from London.

The Bush administration began to consider restoring a relationship with the country in 2003 after Libyan leader Moammar Gadhafi promised to end production of weapons of mass destruction, halt terrorist activities and reimburse U.S. families of victims of the bombing of Pan Am Flight 103 and other terrorist bombings. Following its pledge, U.N., U.S. and European sanctions were lifted, Libya was taken off the State Department’s list of state sponsors of terrorism and the country was granted membership in the U.N. Security Council.

An agreement required Libya to complete $2.7 billion in payments it had said it would provide to the families of victims. According to Associated Press reports, a senior Libyan government official claims there were also three lawsuits filed on behalf of Libyan citizens in response to Reagan’s air strikes attacks that Libya says killed 41 of its people and Gadhafi’s adopted daughter.

Susan Cohen, levitra kaufen mother of a 20-year-old woman killed in the Pan Am Flight 103, expressed outrage upon hearing news of the U.S.-Libya settlement.

“Gadhafi is an absolute horror,” Cohen told WND. “He has done many, many terrible things. He blew up the French plane, and he blew up the American plane. And what does the Bush administration do? The Bush administration is far more on the side of the Libyans than it is as far as the victims of terrorism go, though it talks a good line about caring about terrorism. If they can make friends with Moammar Gadhafi because they want his oil, then that tells you where they stand.”

Cohen said she cannot understand why the U.S. would reimburse Libyans for Reagan’s air strikes attacks that were a result of Gadhafi’s bombing of the disco. She believes the U.S. pushed for diplomatic relations because the agreement could result in more contracts for American oil companies.

“I think this is absolutely horrible,” she said. “It’s really sickening, and it’s really dirty. They are being very private and secretive about it.”

While Libya has given $8 million of the $10 million it owed to many of the 268 families involved in the Pan Am explosion, it had refused to pay $2 million because of a disagreement with the U.S. about reciprocal

Getting financial aid for college can be confusing. It seems like you’re always filling out some kind of form, waiting for some other form to be sent to you, or talking to someone at the financial aid office (or some other office). Here’s a quick rundown of who’s who and what’s what in the world of financial aid and the federal student loan industry.

Financial Aid Office
Usually a physical place at your school, the financial aid office is staffed with professionals who help new and returning students get money to pay for tuition bills and other expenses. These people really know their stuff and can help you find the right form to fill out and tell you what information needs to be on that form. They will also have information on scholarships, grants, and student loans, and the deadlines for each of these at your particular school. There’s typically a financial aid director, who is the head of the office, and financial aid counselors, who are full-time staff members available to help students. You may also find some part-time student workers in this office. If you are applying for financial aid for college, make sure you know where this office is located on campus.

Lender
A lender is a company that loans money to students and their parents to help pay for a college education. A lender may be your local bank that offers checking and savings accounts, along with education and consumer loans, or it may be a financial institution that deals strictly with education loans. Edamerica is an example of a lender that offers only education loans. When you apply for a federal student loan, you will be approved or denied by the lender based on the information required for the type of loan(s) you are requesting. Once approved, the lender will send your student loan proceeds to your school to cover the cost of your tuition bill and any other fees charged by the school. This transfer of money from the lender to the school is called a disbursement.

Servicer
A servicer is a company that the lender hires to take care of their student loan disbursements and borrower accounts. Think of the servicer as the maintenance crew for the lender. The servicer gathers the paperwork from borrowers, keeps track of the money going out as disbursements and coming in as payments, updates borrowers’ school attendance information, and performs customer service for borrowers. If you have questions about your student loan, you will probably end up speaking to the servicer, whose staff understands the student loan process from beginning to end and can help you with anything you might need in between. Edfinancial Services (the company providing this site) is a servicer for Edamerica as well as for several other student loan lenders.

Holder
A holder may not be a term you hear as often as lender or servicer, but the holder is still an important part of the student loan process. The holder is the company that owns the loan you must repay. Sometimes your lender and holder are the same company, but many times, the original lender will sell their student loans to holders to generate cash flow for new loans. Lenders and holders have a symbiotic relationship that helps keep funds available to student and parent borrowers.

A holder will buy student loans from a lender and pay cash for them. The holder then owns these loans and gets to keep the interest that they earn. The lender takes the cash from the sale and makes new student loans that can be sold to a holder later for more cash.

This is a common practice in the banking industry and doesn’t affect the terms of your loan, how much you owe, or your interest rate. If your student loan is sold, the companies buying and selling your loan are required by federal law to notify you that your loan changed hands and who purchased it.

Guarantor
The guarantor is the organization that insures, or “guarantees,” your federal student loan against default. This guarantee protects the lender in the event that a borrower fails to repay a loan. When a borrower defaults, the guarantor will purchase the defaulted loan from the lender. The lender uses the guarantor’s payment to continue making student loans, while the guarantor takes the responsibility of collecting payments from the defaulted borrower. Guarantors can offer borrowers rehabilitation programs for their defaulted student loans. For example, if a borrower in default makes a certain number of on-time payments to the guarantor, the guarantor can declare the loan “rehabilitated” and sell the loan back to the lender.

U.S. Department of Education
A part of the federal government, the U.S. Department of Education administers many aspects of education in the United States, from primary schools to colleges and universities. Duties include collecting data and statistics on the performance of schools in the United States, monitoring education funding, and ensuring access to education. Regarding student loans, the Department of Education oversees how federal dollars are used for financial aid and determines how much federal aid students can receive using the information on the FAFSA (Free Application for Federal Student Aid). The Department of Education reviews each student’s FAFSA and decides how much federal aid the student is eligible for, and how much the student and his or her family should contribute to the cost of education. This decision is communicated to the schools listed by the student on the FAFSA. The schools then create an award package for the student based on the information from the Department of Education.

Work at home nursing employment

We have all read a lot about employers monitoring employees’ computer use and whether employees can be fired for inappropriate computer use at work. What about inappropriate computer use at home? Can employees in Canada be fired for that? Two recent decisions say yes.

In both cases, one from Alberta and one from Ontario, employees were fired for blogging about their workplaces. Although the blogs were the employees’ personal blogs, the content in the blogs justified their terminations for cause.

The most recent case (Alberta Union of Provincial Employees v. Alberta) involved an administrative employee in the Alberta Public Service. Because of the nature of the material in the employee’s blog, the arbitration board hearing the employee’s grievance did not name the employee. So we’ll just refer to the blogger as the Grievor.

The Grievor started her blog when her therapist suggested that she write things down as a way to vent anger and helplessness following her father’s death. The Grievor’s three blog posts identified her by name, indicated that she lived in Edmonton, and that she worked for the Alberta provincial government. Interspersed with personal, nonwork postings were blog postings about the Grievor’s workplace, her supervisors, and coworkers.

In one of her blog entries, “Aliens Around the Coffee Table,” the Grievor made comments about the people at work. She devoted a paragraph to six of her coworkers who regularly met for coffee in a specific location. While the Grievor used aliases, the individuals were all identifiable. About a menopausal coworker, the Grievor indicated that if she “had to choose a planet that she came from, I’d say it was some dark planet, with very little oxygen . . .” About a “polite and very well dressed” male coworker, the Grievor said “I’m gonna go out on a limb here and say he’s from a planet in our solar system – Uranus.” About a new employee, the Grievor said “she’s clearly from the planet – Liar, liar pants on fire.” After making comments about three other colleagues, the Grievor said, “to any of my coworkers who didn’t appear in this accounting, be warned your turn may be coming.”

Sometime later, the Grievor posted a blog entry in which she was critical of management. She referred to her workplace as a “lunatic asylum”, her supervisor as “Nurse Ratched,” and the management as “a world like mine with imbeciles and idiot savants  . . .  running the ship.” On another occasion, she referred to her supervisor as the “Power Hungry Wench in Charge.” She repeatedly posted confidential internal memoranda and criticized the contents of the memoranda.

When confronted about her blogging, the Grievor was unapologetic and defiant, demonstrating little awareness of the hurt she had caused others. She defended her freedom of expression, refused to remove the blog posts, and threatened more postings after she was told that she had been fired. This was quite different from the conduct of another employee who had participated in the blogging (who was not fired). That employee had individually apologized to each coworker she had written about.

The arbitration board decided that the province was justified in firing her for cause.  Although it indicated that the “Grievor has a right to create personal blogs and is entitled to her opinions about the people with whom she works,” the arbitration board said that “publicly displaying those opinions may have consequences within an employment relationship.” In the Grievor’s case, the board said that “in expressing contempt for her managers, ridiculing her coworkers and denigrating administrative processes, [the Grievor] engaged in serious misconduct that irreparably severed the employment relationship, justifying discharge.”

The content of the Grievor’s blog, the public nature of the blog, and the Grievor’s unapologetic and defiant behavior outweighed her clean work record, her issues following her father’s death, and her lack of intent to insult her coworkers.

The same result occurred in Chatham-Kent (Municipality) v. National Automobile, Aerospace, Transportation and General Workers Union of Canada (CAW-Canada), Local 127 in which an employee of a nursing home was fired for the contents of her blog.  Although much of the blog site was devoted to personal matters unrelated to work, some of the posted material was insubordinate to management, derogatory and abusive toward coworkers, demeaning and disrespectful of patients, and disclosed confidential information about patients, including a photograph.

Like the Alberta case, the employee’s clean service record, family-related difficulties, and apology did not outweigh the content of the blog. The arbitrator concluded that the municipality was justified in firing the employee for cause.

So whether your employees are using work computers or home computers, if they post information in the public domain that undermines the employment relationship beyond repair, you may be justified in firing them for cause.

I really like alpha males – Hercules is the latest and perhaps greatest example in my line-up. Johannes is another. But these male leaders are not only a dying, but now an unnecessary breed.

Evolution from an industrial to a knowledge economy realizes the day of Hercules – known for strength, dominance, and authority – as fleeting. “Men could become losers in a global economy that values mental power over might,” Business Week argues. The age of force is over.

Issues of dependence and independence, dominance and subordination are largely irrelevant to how emerging young women see themselves, Harvard psychologist Dan Kindlon argues in his book Alpha Girls. “Generation Y is the first generation that is reaping the full benefits of the women’s movement,” he says. “Women corporate leaders blend feminine qualities of leadership with classic male traits.”

Gen Y women have both masculinity and feminity, developing as the best of both worlds. We balance the typically female feeling part of ourselves with the typically male thinking parts. We are powerful hybrids integrating “the intuitive and rational, the tender and hardheaded, the self-sacrificing and self-serving.”

We utilize a “transformational approach that focuses on building a team. The team approach is less hierarchal than the traditional business model. A girl’s primary goal is not to win but to maintain relationships,” Kindlon says.

The way of the alpha girl is the rallying cry for Generation Y. We disdain complex rules and authoritarian structures.

In contrast, men and boys “base their reasoning on how established rules or laws should be applied, rather than on the feelings of those affected by their decisions,” Kindlon reports. “Male children learn to put winning ahead of personal relationships or growth, to feel comfortable with rules, boundaries, and procedures.”

Men and boys with such personality types are not naturally in tune with other people’s feelings, a key to success in the new economy. Leadership that marshals and directs is often observed by young women as part of the dinosaur age.

Gen Y women will lead the new generation to positive and meaningful change. The ascent of women in the workforce will be unprecedented in history, and promises to have far-reaching implications.

We already see more women than men attaining bachelor’s degrees. In 2005, nearly 59 percent of undergraduates were granted to women. By 2050, it is projected that the degree gap will grow drastically.

Jobs are no different. Business Week reports, that “from last November through this April, American women aged 20 and up gained nearly 300,000 jobs, and American men lost nearly 700,000 jobs.” Research also shows that women who are in management make companies more profitable, even among the Fortune 500.

Roles traditionally filled by men – that of lawyers, doctors and managers – are seeing an influx of women. Other male-dominated industries such as manufacturing and construction seem to be perpetually in downturn, while women are found concentrated in upcoming and thriving industries such as education and healthcare.

As men are being hemorrhaged in blue-collar, white-collar, and gold-collar jobs, young women are picking up the slack, becoming both the providers and the glue for families.

The new economy is largely dominated by young women who have unique skills, not by men who have been taught to follow the rules.

“Men are less suited than women to the knowledge economy, which rewards supposedly female traits such as sensitivity, intuition, and a willingness to collaborate,” reports Peter Coy in Business Week. “Men have tended to do better in the hierarchies, following orders and relying on positional power.”

Young men then, seemingly devoid of the meaning and opportunities that once defined them, are left in a prolonged state of adolescence. And this limbo doesn’t bring out the best in young men, columnist Kay Hymowitz argues.

“Men feel threatened by female empowerment,” Hymowitz states in one theory, “and in their anxiety, they cling to outdated roles.”

Today’s young men are “following the line of Peter Pan, ‘I don’t want to grow up.’” Hymowitz argues. “Plus, who needs commitment when there is a fantasy football team league to dominate, the possibility that a gaming product better than the Xbox 360 could be on the horizon, and your live-in girlfriend will have sex with you whenever you want?”

Young men today “suffer from a proverbial fear of commitment,” and this may be the biggest problem – “a tendency to avoid not just marriage but any deep attachments,” leading to a life that is as empty of passion as it is of responsibility, Hymowitz says. For the contemporary guy, it’s “easy to fill your days without actually doing anything.”

The solution? Not a new career, but marriage. Marriage, she says, turns boys into men.

Kindlon agrees. Married men are more successful in work, getting promoted more often and receiving higher performance appraisals than single men. Married men are much less likely to engage in risky behaviors such as drinking heavily, driving dangerously, or using drugs. They are more likely to work regularly, help others more, and volunteer more. Married men also have better immune systems, and are half as likely not to commit suicide.

But women don’t need men like they need us.

“Marriage is generally more beneficial to men than women,” Kindlon reports. “Research found that women who stayed single in their lives seemed to have good mental health, while men who stayed single all their lives did not. Choosing to be single seems to be good for women but not so good for men.”

Role reversal.
